The Executive Committee is responsible for managing the affairs of the NBC, planning future policy, programmes, speakers, events and promotion of other matters of interest to the council.   The Committee aspires to be a first point of contact for the members and anyone wishing to engage the NBC, whether this is to join or access specific know-how embedded in our network. 

Oscar Rijcken-Voigt
Chairman

• Senior committee member responsible for chairing all committee meetings and driving the committee to deliver the goals and objectives of the NBC.
• The Chairman shall exercise general supervision over the affairs of the NBC and shall represent the NBC in external relations, although such representation may be delegated to other members of the committee as he/she considers appropriate in circumstances.
• The Chairman shall preside over the NBC finances and shall set standards and expectations for leadership and deliverables.

Maarten Van Der Harst
Vice-Chairman

• Senior committee member designated to provide support to the Chairman to ensure that at an operational level, the agreed deliverables and targets are met by the committee.
• The Vice-Chairman shall provide advice and assistance in the management of committee functions, including the development of policies, determination of priorities and establishment of NBC goals and objectives.
• The Vice-Chairman shall resolve operational issues on personal judgement.

Dick Oskam
Treasurer

• Senior committee member responsible for the financial affairs of the NBC, ensuring that the books of account are maintained to a professional standard and that sufficient funds are maintained to operate the Council.
• The Treasurer shall be responsible for all financial transactions, accounts, financial records, and reports, provide sound financial advice to the Chairman and the Committee and shall provide an effective financial service to the NBC.
• The Treasurer shall ensure in close cooperation with the Chairman that an appropriate financial policy framework is in place to guide the NBC's decision making and shall perform other duties and responsibilities assigned by the Chairman.

Jan Willem Van Es
Internal Events

• Committee member responsible for ensuring that all regular networking events take place with the required frequency and fulfill the needs / requirements of the NBC members for high level and influential presenters on topics of significant interest / benefit to the NBC members.
• To provide for activities in which Dutch business executives in Dubai and the Northern Emirates and business executives with Dutch interests may identify, discuss and pursue common interests regarding their activities.
• Perform other duties and responsibilites assigned by the Chairman or the Committee.

Vivian Veldstra
External Events

• Committee member responsible for ensuring that all regular external networking events such as the annual Golf and Gala take place and fulfill the needs / requirements of the NBC members.
• To develop new activities which aim to promote or enhance networking a.o.  through vehicles which enhance dialogue among menbers and arranging of joint events with other councils and/or business groups.
• Perform other duties and responsibilites assigned by the Chairman or the Committee.

Business Development & Communications

• Committee member with a business development responsibility to identify, grow alliances and apportunities with other business partners in Dubai and the Northern Emirates and to deliver more tangible services to NBC members.
• To coordinate with the Chairman, at a strategic level, the external communications of the NBC to ensure a clear and consistent message and perform other duties and responsibilites assigned by the Chairman or the Committee.
• To procure and coordinate with the Treasurer advertisement and sponsoring income for the NBC.

Dr. Belaid Rettab - Senior Executive Director
Economic Research & Sustainable Business Development Sector

Belaid Rettab worked since 2001 as advisor to the UAE Ministry of Labor and Social Affairs-TANMIA, and from 2003 to 2007 Executive Director Business Research at Dubai Chamber, where he established a full-fledged research department serving the research needs of the business community.  In 2007 he restructured the Centre for Responsible Business from which he contributes to changing behaviors of businesses in the region towards business ethics and social corporate responsibility, and since 2008 Senior Executive Director at Dubai Chamber.

Belaid Rettab accumulated 25 years of outstanding achievements in research and advisory work in Western and Eastern Europe, Africa and Asia. He assisted the European Union, UN, WB and several national governments with the implementation of several economic development and reform programs. He published dozens of articles and research reports directly relevant to policy makers in the fields of economics, trade, international management, entrepreneurship, public administration and business ethics.

He graduated from the Economic Faculty of Erasmus University Rotterdam (EUR), where he worked from 1987 to 1998 as researcher and later on as senior consultant at the Foundation for Economic Research Rotterdam. He defended his Doctorate thesis partially funded by the Netherlands Scientific Research Organization’s (N.W.O) in 1995 at the EUR-FEW, and in 1998, he moved to EIM Policy Research where he worked as International Consultant.
